This milestone paves the way for a $345 million disbursement, provided the government meets upcoming budget and debt restructuring benchmarks.

The agreement, announced by IMF Mission Chief Evan Papageorgiou following discussions in September 2026, marks the eleventh consecutive quarter of growth for the nation, which saw a 4.2% expansion in the second quarter. To unlock the next tranche of funding, the finance minister must present a 2027 budget that aligns with IMF mandates, while the Fund completes a comprehensive review of financing assurances from multilateral partners.

While the economy shows resilience, the IMF warns that global volatility—specifically the conflict in the Middle East and shifting trade policies—requires cautious fiscal management. The Fund recommends that domestic fuel prices track international markets to protect public finances, balanced by targeted cash transfers to shield vulnerable households. Furthermore, the IMF advises monetary authorities to remain prepared for interest rate adjustments should inflation pressures intensify. Beyond immediate fiscal stabilization, the long-term reform agenda emphasizes strengthening anti-corruption frameworks, streamlining tax collection, and modernizing labor regulations to foster sustainable private sector investment.
