The Justice Department stated that Zhang traveled to Seattle earlier this year to monitor the movements of Lai Ting-yu, who resides in the United States. According to investigators, she systematically gathered and transmitted photographs, video footage, and vehicle license plate information to her handlers. Bill Essayli, the first assistant US attorney for the Central District of California, noted that Zhang employed specific tradecraft to evade detection while operating without the required disclosure to federal authorities.
Zhang is scheduled to appear in a Los Angeles federal court on Monday to face charges regarding her illicit activities. The case highlights the ongoing tension surrounding Taiwan’s political status, as Beijing remains deeply hostile toward President Lai and his party’s assertion of the island's separate identity. While Washington maintains no formal diplomatic ties with Taipei, it continues to serve as the island's primary international benefactor and arms supplier. Representatives from the Chinese embassy and the Taipei Economic and Cultural Representative Office have not yet addressed the allegations.
