A controversial $1.8 billion government fund intended to compensate victims of alleged agency abuse has been suspended following intense pressure from Senate Republicans. The move marks a rare instance of legislative defiance against the White House, forcing a pause on a program critics labeled a taxpayer-funded slush fund.

The proposal hit an impasse as Senate Majority Leader John Thune and other GOP lawmakers demanded the fund be dismantled, linking their cooperation on a separate $72 billion border security bill to the cancellation. The fund, which originated from a legal settlement between Donald Trump and the Justice Department regarding his tax records, faced immediate scrutiny over concerns that it could facilitate payouts to January 6 rioters. Federal judges in Virginia and Florida have since issued temporary orders halting the program until mid-June.

Internal friction has intensified around Acting Attorney General Todd Blanche, whose path to permanent confirmation now appears increasingly precarious. While White House sources attempted to distance the administration from the fund by framing it as a Justice Department initiative, Senate Republicans remain skeptical. During a heated meeting last month, lawmakers reportedly confronted Blanche over the optics of the program, receiving few substantive answers in return. Although the Justice Department has agreed to abide by current court-ordered pauses, Senate Minority Leader Chuck Schumer has vowed to introduce legislation specifically designed to prevent future administrations from establishing similar compensation mechanisms.
