Oregon Attorney General Dan Rayfield, spearheading the initiative, characterized the trade policy as a source of unnecessary economic instability for American families and domestic businesses. The filing mirrors earlier efforts by small business owners who moved to block the measures immediately upon their implementation on July 24. These new duties surfaced as a preceding 10% global tariff expired, marking another chapter in the administration's aggressive trade strategy despite a history of judicial setbacks.
While the White House justifies the tariffs as a response to inadequate efforts by trading partners to curb goods produced via forced labor, the plaintiffs contend the administration is overstepping its legal authority. Previous attempts by the president to utilize broad tariff powers have repeatedly faced scrutiny within the court system, yet the administration continues to bypass prior rulings. Rayfield maintains that these policies disproportionately punish domestic entities rather than the foreign governments targeted by the administration's rhetoric.
