In a statement posted to Truth Social, Trump characterized the fund as a misuse of taxpayer dollars by congressional Democrats and framed the payout as a commitment to protect social safety nets. Recipients without direct deposit arrangements will receive their payments by mail at their residential addresses on file.

This announcement arrives as Republican candidates face a difficult electoral landscape ahead of the November midterms, with public sentiment strained by rising living costs and energy prices. Trump linked the distribution to his broader campaign promises, suggesting these payments serve as a precursor to a potential $5,000 "Trump Dividend" for citizens if the Republican Party retains its congressional majorities. The proposal follows a separate administration move to issue refunds to one million Americans who were allegedly overcharged for Affordable Care Act plans.
