IDB Backs $243 Million Power Grid Overhaul in Santa Catarina

The Inter-American Development Bank has authorized a $243 million financing package to modernize electricity distribution across Brazil’s Santa Catarina state. Targeting a population of 7.3 million, the project aims to stabilize service for urban businesses and rural households while reinforcing the grid against increasingly frequent climate-related disruptions.

The investment supports Centrais Elétricas de Santa Catarina (CELESC-D) in executing a comprehensive upgrade of its physical and digital infrastructure. Beyond constructing new substations and distribution lines, the program integrates smart meters and energy storage systems to provide the utility with greater operational flexibility. A dedicated integrated control center will house modern management tools, enabling faster response times and more precise oversight of the network's capacity.

Rural development remains a primary objective, with specific provisions to connect 11,743 households to a grid capable of powering agro-industrial activities. By moving beyond basic electrification, the initiative aims to provide the infrastructure necessary for local economic growth. The project also mandates the development of new operational protocols, ensuring the utility can maintain stability even when the grid comes under pressure from extreme weather events.

Total funding for the initiative reaches $305.6 million when accounting for a $62.6 million local counterpart contribution. The IDB portion features a 24.5-year repayment schedule with a six-year grace period. Once pending administrative steps in Brazil conclude, the utility will begin the multi-year process of transitioning its aging assets into a resilient, modernized distribution system.
