Naftogaz Charts Path to Net Zero Amid Wartime Energy Constraints

Ukraine’s state-owned Naftogaz Group has unveiled a decarbonisation strategy targeting net-zero emissions by 2050, a roadmap developed alongside the European Investment Bank. The initiative attempts to reconcile long-term climate goals with the immediate, volatile reality of maintaining energy security while the country’s infrastructure remains under constant attack.

The 18-month project, backed by €400,000 in technical assistance from the EIB’s EU for Ukraine Advisory Programme, identifies specific paths toward emission reductions. Key priorities include curbing methane leaks, boosting energy efficiency, and integrating renewable energy and storage systems. Rather than a singular shift, the strategy outlines a phased equipment modernization program designed to align with current wartime limitations.

Acting Naftogaz CEO Sergii Fedrenko emphasized that the transition adheres to European Union standards, though he noted that the pace of implementation remains tethered to the security situation. EIB Vice-President Karl Nehammer framed the partnership as a dual mission: supporting a cleaner future while fortifying a system currently pushed to its limits. This climate roadmap complements a broader financial relationship, which includes nearly €500 million provided by the EIB in 2025 and 2026 to stabilize gas supplies. By balancing urgent resource procurement with systemic upgrades, Naftogaz aims to modernize its operations without compromising the reliability of Ukraine's energy grid.
