For the first time, the military is intentionally throttling mobile internet speeds to simulate bandwidth scarcity, forcing a test of civilian communication resilience. Beyond cyber-readiness, the drills involve the relocation of major arsenals, the mobilization of over 20,000 reservists, and the deployment of escort maneuvers off the Pacific coast. Officials emphasized that these exercises are no longer laboratory simulations but attempts to replicate the harsh realities of a contested field environment, including the management of disinformation through an embedded reporting mechanism.
