Morocco Blames Spanish Legal Ruling for Ceuta Migration Surge

The July 8 ruling restricted the immediate return of migrants arriving by sea, a shift Rabat claims was quickly exploited by organized networks. According to government data, Morocco maintains a frontline force of 24,000 security personnel to manage its northern coast, having intercepted 79,000 crossing attempts this year alone. The official characterized the situation as a contradiction where Europe demands border security while simultaneously providing a legal framework that creates an incentive for crossing.

Ceuta Regional President Juan Jesus Vivas previously accused Rabat of facilitating the influx, while European Commission President Ursula von der Leyen cautioned against using migration as a geopolitical pressure tactic. Morocco denies relaxing its own border security, insisting that its cooperation with Spain was exemplary until the court decision disrupted the status quo. With 83 total deaths recorded on both sides of the border during the recent crisis, Rabat maintains that it will not serve as a mere security contractor for Europe and insists the burden of restoring deterrence now rests solely with Madrid.
