This metric measures whether a tool can be governed, repaired, and financed over time rather than simply whether it functions in a controlled laboratory environment.
Bridging the Infrastructure Gap
To move beyond the cycle of abandoned pilot projects, the authors propose an adaptive framework that prioritizes structural enablers over raw computational power. Techniques like model compression and offline-capable systems offer a path forward, but they require deep institutional ownership. In critical sectors like healthcare, agriculture, and education, the danger lies in creating new forms of technological dependency where local agencies lack the capacity to audit, maintain, or secure the algorithms they deploy. Sustainable integration requires moving away from extractive models toward systems that prioritize local data sovereignty and human oversight.
