Governor Veniamin Kondratyev confirmed the deployment of emergency medical teams to the site, noting that 17 victims required immediate hospitalization. He characterized the strike as a deliberate act of aggression against a population center with no ties to military infrastructure. Foreign Ministry spokeswoman Maria Zakharova echoed this sentiment, labeling the assault an act of terrorism.
Ukraine has not issued a formal response to the claims. Kyiv maintains a policy of avoiding intentional strikes on non-combatants, though it has increased long-range drone operations deep within Russian territory to target oil refineries and logistics hubs. This incident follows a similar accusation from Moscow last month regarding an attack on a holiday camp in the occupied Zaporizhzhia region. The broader war, initiated by the Russian invasion in 2022, has resulted in thousands of civilian deaths, with the majority of casualties occurring within Ukrainian borders due to persistent Russian shelling.
